Tracker Detector reads the identifiers each network carries underneath that address, so a tag that has changed address ten times is still recognised as the same tag. No account, no servers, no location history uploaded anywhere. Tracker Detector is a detection tool. It cannot disable a tracker or tell you who owns it. If you find one you did not place and you believe someone is following you, contact your local police: the tracker itself is evidence.
