How this works & what it can't see
We obtain a Play delivery URL and use byte ranges to read only AndroidManifest.xml out of it, and decode Android's binary XML. The APK download action downloads the full base APK. Device splits are separate files.
The manifest lists permissions, components and the SDKs that register themselves there. It cannot show SDKs that leave no manifest trace, server-side behaviour, or what the app does with a permission at runtime — only what it is allowed to do. A permission being present is a capability, not proof of misuse.
