SubidhaSakhi

Subidha Sakhi App, developed by the Urban Management Centre (UMC), is a flexible digital platform designed to support surveys, data collection, beneficiary identification, and entitlement assessment across various sectors and communities. The app enables organisations and implementing agencies to conduct structured surveys and collect relevant personal, household, social, economic, and other programme-specific information efficiently in the field. Based on the data collected through surveys, an internal Dynamic Entitlement Engine analyses the available information and helps identify which individuals, households, workers, or records may be eligible for specific government schemes, welfare programmes, and other entitlements. By connecting survey data with applicable eligibility criteria, the Subidha Sakhi App helps organisations improve the identification of potential beneficiaries and supports the efficient delivery of welfare benefits and entitlements. The platform can be configured and adapted for different programmes, target groups, and implementation requirements. The Subidha Sakhi App was piloted in collaboration with the Government of Odisha to demonstrate the potential of data-driven entitlement identification and beneficiary support. Developed by the Urban Management Centre (UMC), Subidha Sakhi aims to strengthen evidence-based decision-making, improve access to eligible benefits, and support efficient and transparent programme implementation.
