Mayor's Burden: Power & Pavements is a political and city-management simulation in which every decision carries consequences. Take office as Mayor and defend your administration, or begin as an Opposition Candidate and build a credible alternative government. Manage a living city where budgets, infrastructure, housing, public services, media pressure, political relationships and elections are connected. A LIVING MUNICIPAL SIMULATION Set income, property and business taxes. Collect development fees, allocate municipal spending and decide which services deserve immediate attention. Population growth increases revenue, but it also creates new pressure on roads, transit, utilities, housing and the environment. BUILD AND MAINTAIN THE CITY Monitor roads, public transport, metro coverage, electricity, water systems, waste services, healthcare, education, security and cultural life. Major projects require direct funding and take time to complete. Neglected infrastructure deteriorates, while poorly planned growth can overwhelm even a wealthy city. POLITICS HAS CONSEQUENCES Public support is only one part of political survival. Legitimacy, media trust, opposition strength, business confidence, lobby support, fulfilled promises and the condition of the city all shape your future. Strong financial interests may support your administration when your policies benefit them. Challenge those interests and you may face warnings, hostile media narratives and manufactured scandals. A popular mayor can fight back, but every confrontation carries risk. PLAY AS THE MAYOR Manage the municipal treasury, respond to public requests, fund projects, work with your cabinet and defend your record. Win elections to remain in office. Lose an election and your administration ends. PLAY AS THE OPPOSITION CANDIDATE Study public City Hall records, investigate municipal decisions, organize district visits, launch campaigns, challenge controversial policies and present an alternative platform. Your campaign fund is limited, and unsupported attacks can damage your credibility. CHARACTERS WITH THEIR OWN INTERESTS Nine recurring characters advise, challenge, investigate or pressure you. Their trust affects the information and opportunities they provide, but they cannot secretly make decisions on your behalf. Relationships develop through your choices and their consequences. THREE DIFFERENT CITIES Meridian Bay is an established coastal metropolis with mature infrastructure and mounting maintenance costs. Ironport is a post-industrial city facing unemployment, aging networks and environmental damage. Sunrise Fields is a rapidly growing city where expansion creates constant demand for housing, transit and new infrastructure.
