Instagram does not show it. FollowBell watches a public account from the day you add it and tells you every change from then on, with the time it noticed. Can you see an Instagram following list in chronological order? On your own profile, yes. On someone else's, Instagram mixes the order up, so the list does not tell you what is new. That is why FollowBell watches for changes instead of reading the list.
