NOT A GOVERNMENT APP — Bilpatra is an independent, unofficial app. It is not made by, endorsed by or affiliated with the Inland Revenue Department (IRD) or the Government of Nepal, and it does not represent any government entity or provide government services. Sources for all IRD information are listed below. Bilpatra keeps your VAT bills in one place and helps you follow IRD's taxpayer incentive gift programme — Nepal's bill lottery. Point your camera at a receipt and Bilpatra reads the bill number, seller PAN, date and total. Everything is stored on your phone — there is no account to create and no sign-up. WHAT IT DOES • Scan a bill with the camera, or type one in by hand • Reads the printed Bikram Sambat date and keeps it alongside the AD date • Tracks spending by category, family member and tag • Warns you before each IRD registration deadline closes • Checks IRD's published winning coupon numbers against your bills automatically • Helps you fill IRD's claim form if one of your coupons wins • Works fully offline, in English and Nepali • Export your records to a spreadsheet whenever you like THE IRD BILL LOTTERY Nepal's bill lottery draws from transactions registered with IRD. Digital payments are entered automatically; a cash bill has to be registered on IRD's portal, which issues a prize coupon number. Draws are held twice a month — one on the 1st covering the second half of the previous month, one on the 16th covering the first half of that month. Bilpatra tracks that calendar offline, tells you which of your bills still need registering, and reminds you before the window shuts. When IRD publishes results, it compares the winning coupon numbers with the ones you have recorded, so you find out without checking the site yourself. The rules can change at any time, and only IRD can change them. YOUR BILLS STAY ON YOUR PHONE Your bills, receipt photos and spending history are stored on this device only. They are not uploaded and we cannot see them. Two things do leave, and the app says so plainly: if you turn on lottery reminders, a notification token and your chosen language are registered with our notification service — no bill data. And if you choose to claim a prize, IRD's own form asks for your name, address, phone number and a photo of the bill, which goes to IRD when you press their submit button.
