DEICER

DEICER – Diversity, Equity & Inclusion Community Engagement Reporter DEICER is a free, anonymous community alert app designed to support immigrant communities and their allies by providing real-time ICE activity alerts, legal rights resources, and tools for peaceful civic action. Built by RC Concepción—an educator, technologist, and child of Puerto Rican and Mexican parents—DEICER was created in response to growing fear and disinformation surrounding immigration enforcement. When families are afraid to leave their homes, and trusted institutions fall silent, we need tools that are fast, inclusive, and human. Key Features: – Observer Pins Mark yourself as a community observer and signal, “I’m watching.” Let others in your area know that they are not alone. – ICE Alerts Spot ICE activity? Drop a pin and instantly notify nearby users. Help communities stay aware, mobile, and safe. – Multilingual Know-Your-Rights Resources Access AI-powered legal guidance in English, Spanish, Arabic, Hindi, and Chinese, sourced from trusted partners like the ACLU, LUAC, and the Southern Poverty Law Center. – Mutual Defense Academic Compact Map Find universities participating in academic defense networks committed to protecting undocumented students and faculty. – No Logins, No Tracking We don’t collect emails, phone numbers, or IP addresses. Your safety and privacy come first. – Community First Designed by someone from the community, for the community. No venture capital. No monetization. Just care and code. How It Works: 1. Open the app and view your area’s map. 2. Mark yourself as an Observer to show public solidarity. 3. Report ICE sightings to alert others nearby. 4. Access multilingual legal support instantly—no need to speak English. 5. Use DEICER in rallies, churches, campuses, or neighborhoods to build networks of protection and resistance. Why It Exists: DEICER was born out of urgent necessity. After RC Concepción published an op-ed in Syracuse.com calling on Central New York to stand with immigrant communities, he went to work. In just 9 days, he built Vigia.co, a web app to crowdsource ICE sightings. Vigia quickly evolved into DEICER: a full-scale iOS and Android solution to empower users and organize peaceful responses. It’s more than an app—it’s a movement powered by people who refuse to look away. Who It’s For: • Immigrants seeking safety and information • Allies and advocates wanting to take action • Students, professors, and academic communities • Organizers building local resistance networks • Anyone who believes human rights should not be conditional Get Involved: Use the app. Share it. Talk about it. Show up. Whether you’re in a neighborhood, a sanctuary church, or a university campus—DEICER is here to help you connect, stay informed, and be present when it matters most. If not us, then who?
